New centre-of-excellence model and simulation-based approach set to accelerate readiness for over 300,000 frontline users

UK – June 2026 – Wray Castle, a global leader in telecommunications training, and Beaconsim, a specialist in critical communications simulation, today announced a joint solution to address one of the most significant challenges facing the UK's Emergency Services Network (ESN): training at national scale.

ESN will support more than 300,000 frontline users from over 1500+ organisations across emergency services and Airwave sharers, enabling advanced, mission-critical communications. Ensuring those users are confident and operationally ready remains a key challenge.

The joint solution combines Wray Castle's expertise in training design, accreditation and governance with Beaconsim's advanced simulation platform, enabling realistic, scenario-based learning at scale.

Addressing the ESN Readiness Challenge

Training such a large workforce presents major logistical and economic challenges, with thousands of training sessions required and significant operational costs. Without a coordinated approach, there is a risk of inconsistent standards and uneven user confidence.

A National Centre of Excellence Model

The solution introduces a national centre of excellence to define standards, certify instructors and ensure consistency, while enabling local delivery using standardised content and simulation-based training scenarios.

Leadership Commentary

Andrew White, Group CEO, Wray Castle, said: “The Emergency Services Network represents a once‑in‑a‑generation transformation in how the UK’s frontline services communicate and operate. However, technology alone does not deliver operational success — it is the confidence, competence and consistency of the people using it that truly matters. By combining proven training frameworks with realistic, simulation‑based learning, we can ensure that every user is not only trained, but fully prepared to rely on ESN in the most demanding, life‑critical situations. This is about delivering readiness at national scale, without compromising quality or trust "

Elina Avela, CEO, Beaconsim, added: " ESN is a critical lifeline for its users, who need to remain focused on their daily tasks and critical incidents. Our simulation platform helps to plan and validate operational comms plans and then bring the outcomes to the user training. Organisation-specific configurations and procedures are seamlessly integrated into the learning content thus ensuring fluent communications throughout and after the technology migration.”
